Resumen

Puede haber problemas por delante para la Agenda 2030 para el Desarrollo Sostenible y sus Objetivos de Desarrollo Sostenible (ODS) (Naciones Unidas, 2015). Los ODS fueron adoptados por las Naciones Unidas y todos los Estados miembros en 2015 para lograr un desarrollo sostenible sin dejar a nadie atrás. Ahora, a mitad del plazo para la Agenda 2030, la ONU advierte que el progreso en más de la mitad de los objetivos de los ODS es insuficiente y en un tercio ha detenido o retrocedido. El Secretario General de la ONU, António Guterres, argumenta que, a menos que se actúe ahora, la Agenda 2030 podría convertirse en ‘una lápida para un mundo que pudo haber sido’ (Naciones Unidas, 2023, p. 2). Los países del Sur Global están soportando el peso del fracaso colectivo de invertir en los ODS. Muchos de ellos continúan enterrados bajo una montaña de deuda. En medio de disturbios sociales, crisis económicas y conflictos políticos, al menos 23 países africanos están en alto riesgo de –o ya en– emergencia por deuda. Los compromisos internacionales para el cambio climático están muy por debajo de las ambiciones originales. Aún más preocupante es que el número de personas que viven en pobreza extrema está aumentando por primera vez en una década.
